Explanation:

Doug paid 7% of $3,000 = $210 as tax

Total amount that Doug paid = $3,210

Lisa paid 20.375% of $2,400 = $489 as tax

Total amount that Lisa paid = $2,889

Amount that Lisa paid less than Doug = $3,210 - $2,889 = $321

Percent that Lisa paid less than Doug = ($321/$3,210) × 100 = 10%

The correct answer is (C).
